Snap Into Railing Base Height Plane

This function is used to lock the cursor to the base elevation level of the railing to be added in the active floor of the building. The base elevation of a railing is defined with the building parameter RAILING_Z. If this parameter has not been defined, an error message is displayed, after which the user can type the base elevation level in a text box.

When the cursor is locked, the railing elevation is not defined when selecting the railing points in the drawing window. When the points are selected in the model window, the selected point is buildinged to the base elevation of the railing.
